Why do guidelines fail without enforcement?

What does enforcement look like in practice?
Enforcement is not hostility toward creativity. It is making compliance the default path. Locked templates with safe zones for localization. A single source of truth for logos, color values, and voice examples. Clear escalation when a new channel needs an exception, rather than silent drift.
